here are the answers about your questions:

1. I do not know it. In normal case i would say do not touch a running
system:-)) You should check it.  

2. No, It is always a difference between a small reference value or a big
reference value. It is a fact in the closed loop control.
    If you set the parameters of the regulation you have to look about gain
and time lag. Please proofe it by scopefunktion.
    first with 100 r/min and than with max r/min.

3. It is not a matter of control mode. You should get an optimum by the
settings of the regulation. That is very important.
    In the first step you look about the speed controler Parameter 811 SCGFA
und 812 SCTLAG:
